The Conservancy Association 's opinions on the planning of Kai Tak

1. The Kai Tak planning area should provide opportunity for urban regeneration so as to improve the living quality in the district around, i.e., provide spaces for housing, cultural, sport and recreational activities for the older urban areas of Hunghom, Kowloon City, Wong Tai Sin, and Kwun Tong districts.

2. The concept of sustainable development should be embedded in the Kai Tak development planning. As such, large territorial facilities such as stadium, if needed, should be located in Kai Tak because this area can be more easily and efficiently supported by infrastructure such as drainage and railway and the footprint of these facilities will not spread to virgin land in the New Territories.

3. Public engagement process must be incorporated throughout the planning process. CA appreciates the engagement process in the first stage of public participation initiated by the Planning Department and aided by the appointed consultant. The process must be genuine and CA is looking forward to seeing consensus from the first stage engagement process be incorporated into the second stage of planning scheme generation..
